An agent may assert that it performed an action or completed a task. The assertion is useful context, but it is still a claim made by the agent.
The verifiable receipt is the check
A receipt gives another person a separate artifact to inspect. It can support or contradict the claim about the recorded tool call and result. It does not prove that the agent was right or that an outside system changed state unless that evidence is recorded and independently checked.
